Technical supervision of a construction works

The technical supervision of the construction of a construction works is the supervision of the construction of a construction works organised by the builder (client) (from the beginning of the construction of a construction works to the recognition of the construction works as fit for use), the aim of which is to control whether the construction works is being constructed according to the design documentation of the construction works, provisions of the construction contract (when the construction is carried out by the contractor), laws, other legal acts as well as normative technical documents of construction and normative safety and purpose documents of a construction works.
The professionally performed technical supervision is closely related with the project management function and technologies. The technical supervisor is also the client’s consultant for technical issues in part, who has a strong impact on the planning, design, construction and final processes.
The technical supervision of the construction of a construction works is mandatory irrespective of the funding sources and ownership forms of the construction works, except for simple construction works of group I. The requirement is not applied for simple repairs of a construction works.
The technical supervisor of the construction of a construction works (the head of general technical supervision of the construction of a construction works) is a natural person (specialist with the university education in construction, architecture or other technical profile), certified according to the procedure established by the institution authorised by the Government, who represents the builder (client) and heads the technical supervision of the construction of the specific construction works, carries out functions of the head of general technical supervision of the construction (general construction operations) of the construction works, coordinates the special technical supervision of the construction of the construction works as well as activity of its heads and who is responsible for the normative quality of the built construction works.

The head of technical supervision must:

  • Inspect that the construction operations should be fulfilled according to the design documentation of the construction works;
  • Control the quality of construction products and equipment used during the construction and prohibit their use if they do not comply with the requirements of the design documentation of the construction works, normative technical documents of construction, normative documents on safety and purpose of a construction works, also, if no documents certifying the quality of construction products have been supplied;
  • Check the quality and scale of the performed construction operations, inform the builder (client) about the fulfilled construction operations which do not comply with the normative quality requirements of the construction works;
  • Inspect and accept the hidden construction operations and hidden structures of a construction works, participate in testing and recognising engineering networks, engineering systems, equipment, structures as fit for use;
  • Prepare documents along with the contractor for legalising the completion of the construction of a construction works;
  • Perform functions of the head of general technical supervision of the construction (general construction operations) of a construction works, coordinate the special technical supervision of the construction (special construction operations) of a construction works and the activity of its heads.

On behalf of the national member associations, the Federation protects and implements the strategic objectives of design/consulting industry on the global level. National member associations undertake to follow the FIDIC bylaws, secondary legislation documents and political statements, to provide services in accordance with the Code of Ethics and professional competence on the ground of objective and open competition. Design/consulting companies belonging to national associations may use the FIDIC logo beside their trademark. The right to use this logo is strictly controlled.
